Licali FederationLore - Organization Canon
The Licali Federation was a loose grouping of states on Litchy, built on unwritten but understood rules and military cooperation.
The loose federation declined in relevance as the larger and more important Litchian federation, the Western Union, took on its roles. The federation as such was formally dissolved when a more unitary and more predatory state, called the Licali Confederation, was established by the sound and Waters states in 184.
Governance
There was no central institution (or written law) directing the federation. Initially, it was simply an alliance of warlords. Later, it did grow to have more federal cohesion, with a "representative council" (though this was still not formally codified, and the format evolved with time as the power balance shifted), and emitted federal regulations which functioned mostly like inter-state treaties which individual members could recognize (or not).
Most of the time, when there was a stronger central government, there were federal officials and a coherent policy line which members were expected to adhere to.
The traditional center of federal power was in Mouthtun, at the Ram Delta.
Member States
The important bay and maritime republics of the Soulford were core members. Most of the north, including Laura, was also engendered to the alliance.
- Vaethia. A monarchy in central-southern Litchy, to the north and west of Armuria, bordering the Ramflow (Luestown). It was a very far-flung early member of the federation, joining in 74. Capital San Vaeth.[1]
- Terrens. A small pilgrist state neighboring the larger Vaethia, part of Licali from the start. Capital San Terrens.[2]
